use of CONS work space in nwdi

Hi all,

can please explain exactly the use of CONS workspace(Active/InActive) in NWDI. The CBS can build the file with the activities in Active work space of Dev .Whats  the need for transferring the activites from dev Active workspace to inactive workspace of CONS and again activating it?
