The orders were confirmed using the old settings. You now have a hybrid situation where you have transactional data that was created using one configuration setting, but the current configuration setting is different. This should never exist in a production environment, and should be carefully managed in a dev or test environment.
Your troubleshooting technique leaves a bit to be desired. When you make any configuration changes in a test environment, standard troubleshooting technique dictates that you should restart your test scenario from the beginning. with fresh transactional data.
Start again from scratch. Close all three production orders. Delete the planned order.
Now recreate the test scenario (from scratch), including ALL STEPS in the original sequence. I suspect the original sequence probably was as follows; (however only you know this for sure).
1. create stock,
2. create & release one production order,
3. create & release the second production order,
4. run MRP for the components
5 Create and attempt to release the third production order.
In general, for OVZ9 it can be difficult to understand which elements are which. These elements can logically be divided into "supply" and "demand". You can exclude or include these elements as befitting your business requirements.
